LGR Consultancy Support

PROPOSED RECOMMENDATION

 

It is recommended that the Authority uses the MCF3 Consultancy framework via Crown Commercial Services - Lot 3 - Complex & Transformation. To appoint up to 10 suppliers to provide consultancy support during the LGR process. The appointment will be for pre-approved time from suppliers but without a commitment of work from NYCC in order to provide responsive capacity for gaps identified through LGR transition work. An appropriate approvals process is to be developed for accessing this support in advance of any drawdown.

 

BACKGROUND TO SUPPORT THE RECOMMENDATION

 

The Authority is seeking consultancy support to cover the main workstreams in relation to LGR, these are:

 

1.          Project Management & Business Analysis 

2.          Strategy & Organisational Design

3.          Finance

4.          Service Delivery & Locality Working*

5.      Organisational Design, Change Management  & Communications

6.          HR

7.          ICT & Digital

8.          Data & Analytics

9.          Property & Estates Management 

10.   Procurement, Contract Management & Negotiation

 

LEGAL AND GOVERNANCE COMPLIANCE

 

As per the Authority’s Procurement and Contract Procedure Rules, Rule 4.2 states that Directors shall ensure that a written record of the decision to procure a Contract is made in accordance with the Gateway Process where Rule 18 applies.  As such a decision comprises a Key Decision under the Constitution, Directors shall ensure that it is entered on to the Forward Plan and treated as a Key Decision in all respects.

 

Rule 18.1 also states that where a procurement is being considered which is expected to exceed the financial value thresholds specified in Rule 18.2, the Gateway Process must be completed and signed off by the relevant Officers. 

 

Consent has been received to the special urgency and call in exemption from the Chairman of the Council as per the document below:
